Rebar and shotcrete work together to provide the structural strength of the concrete pool. Concrete blocks are placed under the rebar cage to ensure that the shotcrete fully encases the rebar for maximum strength. Many gunite companies utilize brick to lift the cage, but brick is made from clay which attracts moisture. Over time, this can provide a weak point for the concrete shell. Insist that your pool company replace those cheap red bricks with some concrete block to protect your investment. 

We are expecting some rain before the belly steel inspection, so this pool was flashed with Shotcrete. A flash does not always prevent a cave-in, but it does the best job holding up to the elements. You can see the concrete on the walls through the rebar cage. We also attached black drain pipe with red tape to the downspouts to route the rain out of the pool area. That is another cost effective way to reduce cave-ins.
